Is the PSoC Creator 3.0 have a fully functional compiler without a code size or date limit, or will I need to buy a license for the ARM compiler?
GCC compiler is free

Note prior post was for Keil tools.
And the GCC should not have code limit. However the keil version would be better optimized.

To put it all together: Creator comes for free including the GCC which is C-compiler, assembler and linker. No restrictions, no time-bomb including the nano library.
Even for the PSoC3 there is a free C-compiler from Keil.

Keep in mind support model for GCC a little different than having a Keil
license. GCC open source is largely community support. Not generally
a problem as there are so many active users but no one is "on the hook"
