I wouldnt care if it was more.. hopefully not more than $10 anyway.. I know I'd buy one..
take a look at http://www.cypress.com/psoc5lp/ -> Kits -> Third party kits. I assume the FreeSOC is the nearest kit you're searching for, but it costs a lot more than 10$.
You want something like that, but without the onboard debugger, right?
Schartboard had a version with the 5LP for $15 back a year or so ago.. they still have the bare boards, but you have to provide the 5LP..

I want basicly the same thing as the -049 psoc4 devboard, built in usb interface/bootloaderthingy..
currently there is a schmart board especial where you can get a populated psoc5lp board with a discount.
The PSOC5LP devices are more expensive than psoc4 so I doubt you can get $10 boards with a psoc5 in them.
The pioneer board with a 5LP and a PSOC 4 is pretty cost effective
at $ 25.00

Note the primary drawback is limited pinout of the 5LP on the board, but then there
is nothing holding you back from using the 4 as an I/O slave and the 5LP for all its
horsepower. And its Arduino pinout great cheap expansion capability.
I didnt actually think of that!, plus I was wanting to get one of those anyway!
But beware! The PSoC5LP can only be programmed with a MiniProg 3 or something adequate which will stress your purse additionally.
