Is it possible to re-use the SIE to set up a low-speed device to save power? I'm thinking something like swap D+ and D- and clock it at 6MHz instead of 48.

I don't think it is possible. Instead try to put the USB in suspend mode when not in use and see if you are able to meet the power requirements.

I would have though there was an easy way, after all any device has to work on this mode when connected to a low speedy port.
