So the CyUsb3 is Windows 10 signed; however when adding our specific PID & VID to the .inf file, we have to have it signed again?

I was wondering if this is a service we could buy from Cypress; i.e. upload the modified cyusb3.inf and get a signed package returned?

Yes they need to be signed again when you modify. Ref:

As of now Cypress does not offer the driver signing feature.
